Vice President Beslan Bigvava held a meeting of the Organizing Committee for the Year of the Village

The organizing committee was attended by Head of the Presidential Administration Beslan Eshba, Deputy Prime Ministers Jansukh Nanba and Varazdat Minosyan, ministers, heads of central government bodies and heads of district administrations.

Opening the meeting, Beslan Bigvava recalled that 2026 was declared the Year of the Village by the President. In this regard, a set of measures aimed at supporting and developing rural areas is being implemented.

The Vice President emphasized the special role of the Abkhaz village in preserving the national culture, traditions, language and identity of the people.

"Rural development is not only about supporting agriculture. We are talking about the comprehensive development of territories, which includes the modernization of infrastructure, the improvement of education and healthcare systems, the development of energy and other areas that directly affect the quality of life of people," said Beslan Bigvava.

Deputy Prime Minister Jansukh Nanba spoke about the implementation of the agricultural project support program, which, according to the President's decision, is funded at 500 million rubles this year. He noted that the acceptance of applications for grants and subsidies has already begun. Government support is provided in various areas, including the development of crop production, animal husbandry, fish farming, the purchase of agricultural machinery, as well as the creation and development of production facilities for processing agricultural products.

Minister of Agriculture Beslan Pertskhelia informed about the activities implemented by the department. He said that in preparation for the spring field campaign, an inspection of regional machine and technological stations was carried out to check their readiness for seasonal work. In addition, on behalf of the Prime Minister, the State-owned company Abkhaztop allocated 40 tons of diesel fuel to support the spring field campaign in the regions of the republic. 

Beslan Pertskhelia also spoke about visiting meetings with participants of the departmental program who have implemented their projects in the regions of Abkhazia. During the trips, the facilities created and modernized at the expense of state support were inspected, and meetings were held with recipients of grants and subsidies. Special attention was paid to the effectiveness of the use of the funds provided and the identification of additional measures necessary for the further development of agricultural production.

The results of the trip made it possible to assess the readiness for spring field work, as well as the effectiveness of state support measures for agricultural producers.

Beslan Pertskhelia recalled that in March 2026, the President approved the state program "Development of agriculture and rural areas for 2026." Among its goals are to increase the competitiveness of products, improve the use of land and resources, as well as the development of peasant (farming) farms and agricultural entrepreneurship.

The program is also aimed at increasing agricultural production, developing meat and dairy farming, providing employment for the rural population, developing rural areas, increasing the share of cultivated agricultural land and increasing the profitability of agriculture for its sustainable development.

To achieve these goals, such tasks as financial support for peasant farms and other agricultural producers, the development of machine technology stations of the Ministry of Agriculture, the protection of crops from diseases and pests, the creation of processing facilities, improving the genetic potential of cattle, as well as the support of village administrations for the development of rural areas have been identified.

Beslan Pertskhelia listed the key areas in which the 500 million rubles allocated from the republican budget will be distributed.: These include the provision of grants, subsidies, the purchase of agricultural machinery for machine technology stations, the purchase of spare parts for machine technology stations, the purchase of plant protection products and measures to protect crops, the organization of artificial insemination of cattle, financial support to village administrations, as well as covering the costs associated with the implementation of the program.

Finance Minister Said Gubaz informed about the financing of activities implemented within the framework of the Year of the Village. He noted that according to preliminary estimates, by the end of this year the total amount of funds for the support and development of rural areas will amount to about 3 billion rubles.

Energy Minister Batal Mushba informed about the ongoing work on the modernization of energy infrastructure in rural areas. Power transmission lines are being built and reconstructed in the republic's settlements, new transformer substations are being installed, and poles and equipment are being replaced. Work continues on clearing power transmission lines and implementing measures aimed at improving the reliability of energy supply to rural settlements.

Minister of Education Hana Gunba spoke about measures to develop rural schools. She noted that among the graduates awarded with gold medals this year, there is also a graduate of a rural school who has demonstrated a high level of knowledge and training.

Hana Gunba also said that as part of the Year of the Village, the republican competition "Teacher of the Year" this year will be held exclusively among teachers of rural schools. In addition, the Ministry has planned a training program for rural school teachers aimed at improving the teaching of exact sciences such as mathematics, physics and chemistry.

Demir Gamisonia, Head of the Capital Construction Department, reported on the progress of work on the development of road infrastructure. It was noted that by the end of the year it is planned to repair and upgrade a number of highways leading to rural settlements.

Summing up the meeting, Beslan Bigvava noted that the organizing committee had reviewed the interim results of the activities carried out within the framework of the Year of the Village.

The Vice President instructed the heads of ministries and departments to strengthen coordination with the district administrations, ensure constant monitoring of the implementation of measures and promptly resolve emerging issues. Beslan Bigvava stressed that the main task remains to create decent living conditions for people in rural areas, develop infrastructure and support the socio-economic development of rural areas.
