President Badra Gunba instructed to prepare a legislative framework for the reform of the Armed Forces of Abkhazia

President of the Republic of Abkhazia, Commander-in-Chief of the Armed Forces Badra Gunba held a working meeting with Defense Minister Beslan Tsvizhba and Chief of the General Staff of the Armed Forces Vladimir Savchenko on the issues of reforming the Armed Forces of the Republic of Abkhazia.

During the meeting, the main directions of the upcoming reform were discussed, including the improvement of the system of conscription of citizens for military service, the development of combat personnel, the re-equipment of the Armed Forces, as well as the improvement of the regulatory framework in the field of defense.

The Head of State instructed the Ministry of Defense to prepare a package of legislative initiatives aimed at improving the system of military duty and military service as soon as possible. 

Draft laws should provide for compulsory military service by citizens of the Republic of Abkhazia, as well as determine the legal consequences of evading military duty. 

The President stressed that the fulfillment of military duty should be taken into account when entering the civil service, as well as in other cases provided for by law.

A separate instruction was given to improve the recruitment system of the Armed Forces. The main emphasis in the formation of officers should be placed on the young, most trained military personnel. In addition, as part of the reform, it is necessary to determine the age limit for military service in the relevant categories of military personnel.

The President instructed to ensure the preparation of relevant draft laws in such a way that, after their consideration and adoption by the National Assembly – the Parliament of the Republic of Abkhazia, they will enter into force on January 1, 2027. Among these initiatives, new dates for the draft campaigns will be determined.

The reform also provides for measures to develop the combat strength of the Armed Forces and their phased re-equipment with modern weapons and military equipment.

In addition, the meeting participants approved the schedule of military exercises for the current year. The Commander-in-Chief set the task to pay special attention to interaction with reservists, considering this area as one of the key elements of increasing the combat readiness of the Armed Forces.

The President also instructed the Ministry of Defense to begin preparing parade formations for the Victory Day celebration on September 30.
