The President submitted a bill to Parliament on the phased introduction of state language proficiency requirements for parliamentary candidates.

The President of the Republic of Abkhazia, Badra Gunba, has submitted to the People's Assembly – Parliament of the Republic of Abkhazia a draft Constitutional Law providing for a change in the procedure for the entry into force of the norm on knowledge of the state Abkhazian and Russian languages for citizens elected as deputies of the People's Assembly – Parliament of the Republic of Abkhazia.

The bill proposes to establish differentiated effective dates for this norm. For citizens of the Republic of Abkhazia of Abkhazian nationality, the requirement to know the state Abkhazian and Russian languages will come into effect on January 1, 2027, and for citizens of the Republic of Abkhazia of other nationalities, on January 1, 2032.

As noted in the explanatory note to the bill, the Republic of Abkhazia consistently proceeds from the fact that the state language is the most important foundation of the national identity and sovereignty of the country. 

Knowledge of the Abkhazian language must be a mandatory requirement for those who aspire to represent the people in the highest legislative body of the state.

At the same time, the document emphasizes that, despite the work carried out by the state, it has not yet been possible to fully create the necessary conditions for the study and preservation of the state language. 

Furthermore, the simultaneous introduction of a language census for all citizens of the Republic of Abkhazia may lead to social tension.

In this regard, the bill proposes the phased introduction of the relevant requirement. This approach will ensure the consistent implementation of the state language policy, preserve public accord, and simultaneously confirm the special role of the Abkhazian language as one of the key institutions of statehood of the Republic of Abkhazia.

The explanatory note particularly emphasizes:

"The state language is the foundation of our identity and sovereignty, and proficiency in it is an unconditional requirement for those who aspire to represent the people in the legislative body of our country."
