Kacharava briefed the President on the progress of recovery operations in the district. According to him, residents of the most affected villages are now able to access their homes without difficulty, roads have been restored, and temporary bridge crossings have been installed.
Particular attention was given to the issue of providing Tkuarchal residents with safe drinking water.
“Following heavy rainfall, the water becomes turbid and unsuitable for consumption. In response, humanitarian assistance was organized with the active participation of local residents,” Kacharava said.
He stressed that the drinking water situation remains challenging and requires a long-term solution.
“Our priority today is to ensure that people can safely reach their homes and properties. I would like to express my sincere gratitude to everyone assisting the district in overcoming the consequences of this disaster,” he added.
Head of the Capital Construction Department Demir Gamisonia reported on the restoration of infrastructure damaged by the flooding.
According to Gamisonia, the commission responsible for disaster recovery has already restored 16 damaged sections of infrastructure and reopened all access roads to affected settlements.
“All work that could be carried out using the equipment of contracted organizations has been completed. The remaining measures will be finalized within a week after water levels fully recede,” he said.
Gamisonia noted that work on the Aaldzga River is expected to begin shortly, while all necessary measures on the region’s smaller rivers have already been completed.
Among the most severely damaged facilities, he highlighted the bridge over the Aaldzga River on the national highway.
“Its restoration will require extensive and complex work. Consultations with specialists are currently underway, and a thorough assessment is being conducted. Once the inspection is completed, an action plan will be prepared and submitted in a separate report,” he said.
According to Gamisonia, a section of the highway is at risk of erosion and requires urgent intervention. One of the most heavily damaged bridges has been completely destroyed and cannot be repaired. As a result, plans are being prepared for the construction of a new bridge.
In addition, subsidence of two bridge supports has been recorded in the village of Tsarcha, while a bridge in the settlement of Akarmara has collapsed. Relevant agencies are currently evaluating options for restoring these structures.
Prime Minister Vladimir Delba emphasized that emergency response and recovery operations have continued without interruption.
“Work has not stopped for a single day. A significant portion of the country’s available heavy equipment was deployed to the affected area,” Delba said.
He noted that restoration and reconstruction work on bridges, access roads, and other infrastructure facilities remains ongoing.
“The Commission for Emergency Situations and Disaster Response is awaiting consolidated information on the extent of the damage. Once all necessary data has been received and analyzed, decisions will be made regarding the allocation of funding for the restoration of affected infrastructure and territories,” Delba said.
Summing up the meeting, President Badra Gunba commended the coordinated efforts of the district administration, the Capital Construction Department, emergency services, and private companies assisting with recovery operations.
“I would like to express my gratitude to the private companies that provided equipment free of charge. Currently, approximately 38 pieces of equipment are operating in the district. Thanks to this prompt cooperation, residents have been able to regain access to their homes, and transport links have been maintained,” the President said.
The President stressed the importance of continuing recovery efforts and instructed the relevant authorities to prioritize the restoration of bridges and transport infrastructure.
Badra Gunba also directed officials to provide assistance to residents of apartment buildings in Tkuarchal whose homes were damaged due to deteriorated roof conditions.
“It is necessary to conduct an additional assessment of the housing stock and determine what support the state can provide to address this issue. The relevant findings should be submitted to the Commission for Emergency Situations,” the President said.
The Head of State also highlighted the long-standing challenge of ensuring a reliable supply of quality drinking water for Tkuarchal residents.
“After every major downpour, the water becomes unsuitable for consumption. We must jointly develop effective solutions to this problem and identify the most appropriate mechanism for providing the city with a reliable supply of safe drinking water. Once this has been determined, we will secure the necessary resources and move forward with implementation,” Badra Gunba said.
The President also addressed the situation surrounding the bridge over the Aaldzga River and the adjacent section of road that is currently under threat.
“I am well aware of this issue. I ask that concrete proposals be submitted as soon as possible. Timely action must be taken to ensure the safe movement of citizens and preserve transport connectivity along this route. Furthermore, this road is of strategic importance to the state, and we must prevent any further deterioration,” the President stressed.
Following the reports, President Badra Gunba instructed the relevant agencies to continue recovery operations, complete inspections of affected infrastructure and housing, submit proposals to ensure Tkuarchal’s long-term access to safe drinking water, and develop a comprehensive plan for restoring damaged bridges and addressing risks to critical transport infrastructure.
